If the dam and Wuhan lab are attacked at the same time, maybe the thinking is that the water flow will destroy everything downstream of the dam (400 million people and important centres of government and commerce) and the biological weapons of their own making will compound the destruction.
perhaps or it could be one (Wuhan) would be fire/explosive related to ensure biologics are vaporized and the other would not need to be (rods from god for the dam). It would make sense in a way as Wuhan is closer to where a shipborne missile could launch and work, while the dam is much further in.
All conjecture of course. I see it as a warning to stay out of what is about to happen if you know what’s good for you. Even if it is false traffic it would still have to be assessed as the possibility of a warning by the CCP.
That would be both an act of war and a crime against humanity.
Targeting 400m civilians would be a war crime.
