That’s odd. I simply went to the Brave.com page and clicked on the download/install button and I’m now using Brave.

More info: this occurred within Edge browser (I will be keeping a copy of the download on my NAS for now). Not sure if the 2004 ver has any change log on the Edge Browser but it is reminiscent of IE 11 and before.
This behavior would only occur in IE if you were downloading something like Jellybean’s keyfinder and the like which was deemed as “hackers tools.”

Downloaded Dissenter without issue on my Win10 desktop (version unknown). Of course, my desktop died a year back and the Chicano repair shop that fixed it and reloaded Win10 loaded who knows what for the Win10 updating system. At least it’s the English version of Win10, and not the Spanish version.

It is probably just a matter of time before consumer grade computers will refuse to run banned application and instead report them. You will need a hacked OS or linux. Then the race will be on to detect and report those and block them from the internet.

Did you download from brave.com?
There’s lots of places that show up on a search for “brave browser download”, some of whom may be trying to get you to download malware.

Maybe you are in California where it can seem most everything is labeled as “potentially harmful.”

That said..., any browser that assumes you will only have less thanm 25 tabs open at once, and does not allow for multiple tab rows, and making each tab a different color, and enabling ctrl+tab to switch btwn the most recently accessed tabs, and to open new urls and or searches in new tabs at the end of the tab rows - all of
Firefox ESR (legacy) enables (with extensions) for superior functionality is a deficient browser, although for security purposes they are to be preferred over legacy browsers. The solution for power users is to use more than one browser, with each having its own basic purpose. Thank God we can have such options and tools.
