It is probably just a matter of time before consumer grade computers will refuse to run banned application and instead report them. You will need a hacked OS or linux. Then the race will be on to detect and report those and block them from the internet.

Fortunately, too many businesses run old legacy apps that require not only Linux, but older versions of other OSes. My last employer (as far as I know) is still using Novell Netware on hundreds of stations, and a couple of image storing servers running Solaris 9.
Eventually, certain types on communication might have to be done using non-TCP/IP or using a TCP/IP wrapper around other protocols. Maybe it is time to revive Banyan Vines.
