They can introduce it, but it has to be ratified. There is no chance of that happening right now, BUT amendments for ratification stay out there forever.

Unlike Republicans who are terrified of doing anything that might offend Muriel Bowser.
The EC doesnt exist because of communications deficiencies. It exists to protect the smaller States from being crushed by the larger.
And this will NOT be ratified for just that reason.
