UTC is the Time in England. It is the 9th there already. Currently 0500 UTC time in the morning while it is 12 here
An example might be that while it's the 8th today, it is the early afternoon on the 9th in Japan. Different time zone.
If he used UTC, that's Coordinated Universal Time. You would have to look up your time zone, and look up what that is in UTC.
