Not really. That issue was created by Trump when he reopened it after the bill had already been agreed to and passed. The Democrats were gleeful when Trump did that, for good reason, but they ignored the other half of Trump's demand to eliminate some of the other spending. Mitch simply stuck to Trump's position that more checks had to go with reductions in the other wasteful spending.
