Heinlein required that only citizens could vote; but only citizens who has served in the military.
Heck, I’d settle for just citizens who paid taxes!

The bottom line is no poll tax. However, if you are collecting any sort of government subsidy you must forfeit your right to vote for the duration of that subsidy.
