Clearly, they must have long had an emergency evacuation plan. They do have dedicated secure infrastructure through which to move Members and designated staff out, and to.
But they must be collected from the various less secure areas (like offices and committee rooms, as well as the House chamber itself). So armed escorts would presumably be provided (at least for the top priorities, Like the Speaker, who is third in line for the Presidency, after the VP).
Clearly, the use of lethal force is authorized and likely rehearsed/exercised periodically. Their plans would likely need to account for even more threatening scenarios, like a large enemy Special Forces raid.
It may have just unfortunately been a critical point in the operation (like moving the Speaker, for example, or a point deemed essential to hold, to secure the general evacuation) when they absolutely would not allow entry (i.e., lethal force pre-planned and approved - perhaps mandated).
It might have been a nervous over-reaction by an individual, but I would assume that there are certain red lines that have long been planned and trained. Same thing with nuclear weapons - at some point, individuals breaching the security perimeter lose the benefit of the doubt (according to the approved plan), and security personnel are directed to shoot to kill.
No doubt he is a professional agitator. But his poster said “Q Sent Me,” which is speaking the Q-tard language for sure.
I just found a very detailed video of how it went down. Best video I’ve seen yet. Graphic. Notice how one guy in the crowd was at her side immediately. I’m assuming an EMT? It appeared he had supplies in his backpack. Also the police were trying their best to keep the crowd away from her. One of the cops knelt down to see if he could help. It appears that one cop called for an ambulance.
The video ends there, but I have also seen a video of those cops on the stairs ordering people to stand aside when they carried her body down the stairs and through a long hallway. The hallway was very crowded, but every person moved aside.

I have no knowledge, only speculation. The fact that this occurred on the House side of the Building, rather than the Senate side, made the House Security seem more likely to me. The Senate security folks would likely have been busy on their own side.
It is possible that Schumer may have been there conferring with the Speaker, and his security were holding off a perimeter around him.
Alternatively, the shooter might have been someone that Schumer used influence to get appointed to the House Security (a loyalist or crony), causing people to refer to him as “one of Schumer’s”.

He may have been under orders to hold that position, and shoot to kill. Most people would struggle with that, even if they are well trained and experienced.
There is an old sniper joke, of a sniper (or candidate) being asked to address the scenario, where he is ordered to shoot anyone who tries to cross the fence. After some hours, a boy’s ball rolls under the fence, and he crawls under to get it - What do you do? Confused, the sniper asks for clarification. Do you mean before, or after I shoot him?
That dark humor highlights the emotional difficulty that (most) people really experience having to deal with lethal force.

Really? How in any sense can an unarmed person, a young woman, be considered a threat to life? She had at least two Capitol cops near her with M4 carbines and pistols, smiling. No protesters had firearms, axes, swords, fire bombs, or even Antifa umbrellas. She was shot nearly point blank and murdered.
Does "invading the people's House" carry the death penalty now? Are we under some sort of new royalty where commoners must never enter the Throne Chamber?
I am heartily sick of people like you on this forum taking the side of our enemies or even appearing to "see both sides of the story": this young woman was one of us in her beliefs and her courage and her life was taken from her.
