I think Maxwell has prominent lower eyelids. (Cute during youth; puffy with age.) They are a common characteristic as you'll notice JonBenet has them as does your humble correspondent.
When Maxwell smiles, the fold where her lower eyelid meets her cheek forms a deep crease visible in this photo.
Also, the arch of the eyebrow, shape of the nose, hair color and style, complexion, all match, as well as the M.O.
