Probably replacing a hard-drive and might of replaced other memory entities with addresses like a ethernet card.

My inference was:

1) They are taking motherboards, hard drives, other system components out and/or swapping them.

2) Internal components from China that have been rumored to provide back doors could be replaced.

3) General description could also comport to software revisions, etc., modifications +/- logging etc.

But it turns out one of the lawyers’ name is Germany.

Looking at drops and trying to find the one that outlines the OP to capture devices [servers?].

Could the Germany servers have been the target.
Have they been controlled [servers] since then?

We thought it was several different servers/locations (HRC exchange, Benghazi, Singapore).

Gotta narrow my keyword search to find it.
