IMHO, Imelda Marcos was the "behind-the-scenes" dictator of the Philippines for a couple of decades...
Sort of like Kim Yo Jong is already a "behind-the-scenes" dictator...
On the modern American scene, Hitlary and Eleanor come to mind as possibles...
