Otherwise, they wanted to dictate national policy from Washington, DC.
Perfect examples are SCOTUS Crazy Roger Tanney's Dred Scott opinions on slavery, Southern Democrats' opposition to admitting Kansas & other territories as free-states, and secessionists' complaints about Northern fugitive slave laws.
The old Federalists were the people who wrote & ratified the new US Constitution in 1777-1779.
They were opposed by anti-Federalists who wanted to keep the weaker Articles of Confederation.
After ratification, most of the old anti-Federalists regrouped, becoming Jeffersonian Democrats and claiming to be "strict constructionists".
But it turned out, "strict construction" was only a weapon against Federalists -- once Democrats themselves came to power, they did whatever the h*ll they wanted, the Constitution be d*mn*d.
