Pan Am Flight 103 was a regularly scheduled Pan Am transatlantic flight from Frankfurt to Detroit via London and New York City. On 21 December 1988, N739PA, the aircraft operating the transatlantic leg of the route, was destroyed by a bomb, killing all 243 passengers and 16 crew.
Funny that Barr said 17 still unidentified -- not 16 or 18. Coincidence, I guess.

Actually, the news is much better than that.
Articles I researched just now say the names of the 270 persons killed are read annually at a memorial service. None of the articles mentions any unidentified victims.
I googled the list of names of the dead. In the article I'll link, the names are listed one per line down the page, some with pictures. Hard to work with that formatting.
At the bottom of the web page, the victim's names are compressed into paragraphs separated by crew, passengers, lockerbie residents.
I copied the paraphs into Excel to count them. I didn't check punctuation (each field) but after two trials, I still get 268 names. It's likely there are 270 names present and my file has stray characters that MSExcel didn't recognize or the news article omitted two names at the bottom of the page.
I believe all are accounted for, as far as I can tell. I wonder where Bill Barr got that '17'? And why the MSM didn't chastise him for his error, what with all their fact checking, doncha know. ;)

If that is code, and there are actually NO unidentified as you suggest,
is Barr telling someone that “Q” is still “Unidentified” ?
(ie. [They] can’t stop what’s coming...?)
The question then becomes “Unidentified” by/for who, the Derp State?
