"allowed to run" implies "permission" if they were openly, explicitly in control as you strongly implied.

Granted, words are imprecise; it is such which gives them their power.

So if you mean "allowed" as in the sense "oops, they mistook his skill and appeal and didn't torpedo him behind the scenes before he could declare" (say, in the sense of "the one that got away") OK, you're not lying.

But that isn't how it came across in your first post.
