The principal management platform for this organizations was completely compromised for at least 9 months.

Of course the hackers got everything they wanted.

Every person with cyber security responsibility throughout the government should be charged with criminal negligence and reckless endangerment. As well as those so responsible in civilian critical infrastructure.

And hope and pray the hacker does not want to shut everything down.

Because they can now.

It was a low level ‘Secret’ network, just one step above Confidential - not Top Secret, SAP, or other which is were the good stuff lies. The real excellent stuff is not even on a network

Orion is not a C&C platform, it’s used for monitoring. Most environments are monitored using SNMP or WMI. SNMP is a stupid simple protocol to compromise for signal data and is often recommended shutdown or heavily firewalled point-to-point.

I can tell you that the government severely overworks the sysadmins and security people that are responsible for government infrastructure, so much so that its easy to get spies in the door with poorly configured infrastructure where a premium is places on speed of deployment. Bonuses too.The government wont pay a premium for good people either. Another problem.
