It just means that POTUS is renewing the state of emergency pertaining to trafficking. He has to send notice to Congress of the renewal and has to be sometime within a 90 day window of the expiration date-good only for a year. Has to renew each year it’s needed.

And it stands to reason that if he renewed it and it has to do with corruption and trafficking that he doesn’t expect that it will be used by a “Biden Admin” because there won’t be one.
