Elections yawn, wake me up when there is a rally point, squad leaders, platoon sergeants and company commanders. I’ll gladly resume my former rank and lead a platoon into battle. Until then it’s all whining on the internet. Costa Rica is looking better and better the Pacific side is nice climate and the people are friendly to gringos most speak English too.

The Monday after the second Wednesday in December of presidential election years is set as the date on which the presidential electors meet and vote. In 2020, that meeting is on December 14.
On that day, electoral college delegations will meet separately in their respective states at their state capitols to cast their ballots for President and Vice President.
[HERE IS HIS CONCLUSION]
Our long and winding review of the situation has led us to the conclusion that the outcome of the 2020 Presidential election could be:
1. Biden, if Vice President Pence opens all the certificates, there is only one per state, and they are treated as within the safe harbors without objection;
2. Trump, if there are multiple certificates per state, and Vice President Pence unilaterally exercises his count-and-open authority to give preference to Republican certificates;
3. Biden, if there are multiple certificates per state, Vice President Pence opens all the certificates, and the governor’s tiebreak applies because some are certified;
4. Trump, if there are multiple certificates per state, Vice President Pence opens all the certificates, the governor’s tiebreak doesn’t apply, and the dispute ends up getting voted on by Congress by state;
5. Pelosi, if the Vice President, House, and Senate end up in dispute from the above, and it doesn’t get settled by January 20;
6. Pompeo, if the Vice President, House, and Senate end up in dispute from the above, and it doesn’t get settled by January 20, and the Presidential Succession Act is deemed unconstitutional; or
Anyone else… I haven’t even exhausted all the possibilities.
Now, obviously, the most ordinary course of events is simply #1. Only the certified electors send certificates, Vice President Pence opens those certificates, no one objects, and that’s that. This has happened in 75% of our Presidential elections.
But 75% is not 100%. The possibility remains that this one will be different. Even as we speak, electors may be gathering in Atlanta, Harrisburg, or other disputed states to cast rival slates of votes.
If so, then we’re all going to take an elevator ride to chaos, and no one knows what will happen next.

Point four above is not correct. The House voting by state would only decide the election if no candidate receives a majority of appointed (not apportioned) presidential electors. Without a third candidate receiving an electoral vote, that only happens if there is a tie.
The Twelveth Amendment does not provide instruction for what happens when a state sends more than one slate of electors. If a state legislature were to intervene and certify a different slate of electors than those certified by the governor, then it becomes a constitutional issue. By statute the slate certified by the governor is presumed legitimate, but according to Article II, Sec. 1, Clause 2 the legislature choice controls. So, if a legislature votes to certify a different slate than the governor, then VP Pence as the presiding officer of the joint session of Congress could rule in favor of Trump's electors. As I understand the procedures, it would then require a vote of both houses of Congress to overrule his decision. What that means is that contesting fraud in elections for Congress should be of great importance, as that is likely, and coud determine the result of contested slates of presidential electors in the joint session of Congress.
Lastly, I am surprised that there was no violence today. The gross violation of one person, one vote breaks the fundamental foundation of the Republic. Anywhere else, there would be violence in the streets, worse than what we have seen thus far. If the competing slates of presidential electors are also voting today, than Congress can still remedy the fraud.

Upon further reading, the election could get thrown to the House to vote by state delegation IF both houses of Congress conclude that a state appointed electors, but can't agree on which slate is valid. For this to work, three state legislatures need to vote to override the governor's certification to create a constitutional issue.
