Thank you for contacting me about the 2020 presidential election. I appreciate hearing from you.

The Constitution states that a United States citizen’s right to vote “shall not be denied or abridged.” It is important for this fundamental right to be protected to preserve our representative democracy. Elections are the mechanism by which voters choose their leaders and hold them accountable. Voting enables us to remain, as President Abraham Lincoln famously said, “a government of the people, by the people, for the people.”

It is also important to protect the integrity of our election system by putting in place safeguards and enabling every eligible voter to participate. For example, I was supportive of Pennsylvania’s efforts to pass a voter ID law that provided free photo identification to Pennsylvania voters. I have also been critical of the Pennsylvania Supreme Court’s unconstitutional decision to re-write state law and require county boards of election to count mail-in ballots, including those with illegible or no postmarks, that arrived three days after Election Day.

I stated publicly that the final outcome of this year’s presidential election would be reached when the election process concluded, which would be after all legal votes have been counted, litigation was resolved, and any recounts were completed. While disappointing to millions of Americans, it is the fact that former Vice President Joe Biden is the President-elect. In our own state, that became clear on November 21, 2020 when federal district court Judge Matthew Brann, a longtime conservative Republican whom I know to be a fair and unbiased jurist, dismissed the Trump campaign’s lawsuit challenging the state’s election results. Three Republican-appointed appellate judges have since upheld that dismissal, and on December 8, 2020, the U.S. Supreme Court denied a separate request to decertify the election results in Pennsylvania. In light of these court decisions, President Trump has exhausted all plausible legal options to challenge the result of the presidential race in Pennsylvania.

Furthermore, developments in other battleground states have also made clear that the former vice president won the presidential election. On November 29, Wisconsin certified its election results after a recount of its two largest counties again determined that former Vice President Biden won that state. On December 7, 2020, the state of Georgia recertified Biden’s victory after a second recount confirmed the conclusion of the initial electronic count. In Arizona, Michigan, and Pennsylvania, state lawmakers rightly rejected President Trump’s completely unacceptable attempts to thwart the will of voters in their respective states and select an illegitimate slate of Electoral College electors. These developments, together with the outcomes in the rest of the
nation, confirm that Joe Biden won the 2020 election and will become the 46th President of the United States.While I acknowledge that every election has some irregularities, the President’s campaign has not presented any credible evidence of systemic voter fraud in Pennsylvania or elsewhere. This view has been shared by innumerable election officials, Republican-appointed federal judges, and U.S. Attorney General Bill Barr, who was appointed by President Trump.

I have congratulated President-elect Biden and Vice President-elect Kamala Harris on their victory. They are both dedicated public servants and I will be praying for them and for our country. Unsurprisingly, I have significant policy disagreements with the President-elect. However, as I have done throughout my career, I will seek to work across the aisle with him and his administration, especially on those areas where we may agree, such as continuing our efforts to combat COVID-19, breaking down barriers to expanding trade, supporting the men and women of our armed forces, and keeping guns out of the hands of violent criminals and the dangerously mentally ill.

I am deeply disappointed that President Trump and Vice President Pence were not re-elected. I endorsed the president and voted for him. During his four years in office, his administration achieved much for the American people. The tax relief and regulatory overhauls that President Trump enacted with Republicans in Congress produced the strongest economy of my adult life. He also should be applauded for forging historic peace agreements in the Middle East, facilitating the rapid development of a COVID-19 vaccine through Operation Warp Speed, appointing three outstanding Supreme Court justices, and keeping America safe by neutralizing ISIS and killing terrorists like Qasem Soleimani and Abu Bakr al-Baghdadi.

To ensure that he is remembered for these outstanding accomplishments, and to help unify our country, President Trump should accept the outcome of the election. Indeed, his administration has begun to facilitate the presidential transition process when on November 23, 2020, the General Services Administration, which is responsible for allocating resources and services for transitions, announced that it would officially begin the transition process for President-elect Biden.
