I heard one legal brain say that the case was declined on the basis of standing and therefore the plaintiffs can go back to the district court and file on different grounds. The problem with that - it seems to me - is time!

And jurisdiction - Texas can’t sue the other states anywhere but the SCOTUS (original jurisdiction)
