My guess is she had an extension cord near the tub (not a good idea) into which she plugged the charger. So she accidentally pulled the extension cord - and 110VAC - into the water.

A direct short like that would blow most ANY breaker/fuse.

If this happened in Russia, it’s probably 240. The rest of the world uses 240 as their regular outlets. That 120 vac stuff is just the US and Canada.

Actually, I think most of Europe etc uses 220.
