From my readings of court proceedings and the Snowden information presented by Der Spiegel, I'd say it's absolutely possible. Considering what came up when I searched for the news article I'd say Google used that one search to target my browser with CP awareness concern trolling...;)

In the US the Feds coordinate regional "Fusion Centers" run by state agencies to provide a nexus of related information (aka data fusion) about suspects and crimes. Often local ISPs identify questionable or banned things and then report to the "Fusion Center". Apparently the NSA may sometimes make anonymous reports to provide a probable cause to start a search, creating what is known as "parallel construction" where what would be the fruit of an illegal search is laundered through a what's considered legitimate process.
