It doesn't. Section one says that the DNI has 45 days to report on whether there has been foreign interference in the election. That's next Friday, December 8th. Once he has reported, Section 2 gives the DOJ and DHS 45 days to come up with their assessment of the interference. That takes us to February 2nd, 12 days after the inauguration. Based on that financial sanctions might be taken.
I think we're a long ways away.

I especially like the part where the seditious judges find that the plaintiffs didn’t file a timely suit, that an election fraud suit should have been filed a week before the election.
