The LAST place you will find 'ingenuity and focus' is in the federal government. The very traits that lead to success in government leadership - politics, cronyism, and smooth talking (lying and deceit), lead directly to failures in 'ingenuity and focus'. Governments fail most often when the task requires sustained 'ingenuity and focus'. War is about the only example you can give contrary to that statement, and that's only if you count as success, the deaths of large numbers of those in your military
