when does man with a bone fracture on the foot BUT without
a supporting cane or crutch or other device not limp?
Curious, but why bother to fake it?
How much sympathy could it garner?

Because he fell and hit his head, I am guessing. Old people who fall and hit their heads usually get a CT scan, especially if they are in a nursing home or assisted living (to ward off the liability evil spirits for the nursing home staff).
Why do I not believe that he broke his foot playing with his dog? At his age and acuity, old people fall down, a lot, especially with dementia. yet I don’t believe that anyone has asked him that question (not that his handlers would let him answer).
The fall took place in his bathroom or bedroom due to his aged architecture--not playing with his dog, Major. The pet connection is a fabrication dreamed up by his PR people.
Joe is not allowed to use any form of crutch, cane or other support that creates the image of him as weak and elderly. He is dosed up on pain-killers and makes these public PR pics for public consumption--then will retire from public view for an extended period.
Much fakery is afoot with doddering Joe and his hairline fracture.
