Well I turned off smart quote, and I reworked the exact same article in my notepad instead of Open office.
When I hit preview the same problems existed.
Then I reworked the whole same article in the box provided by FR for posts, and all the quotes matched and as you can see the links work and they open up in a new tab.
Plus another problem I had was my colors were not working, but it was the same problem the quotes were of different characters and thus not recognizable.
So by creating the post in FRs box I have what I expected.
However, changing the setting on my system for the key pad to turn off the smart quote, nor creating the post in note pad worked.
From now on I can only create my post on FR, or at least if I create it outside of FR, I need to physically change each and every quotation mark on the post via FRs post box or my links nor any HTML requiring quotes will not work under the UTF-8 character sets FR now uses.
I thank each and every one of you for your help. All the were great even if they didn’t work. I was forced to look closely and the information helped lead me to the problem and that is what matters.
If anyone else stumbles across the same problem, just play it safe and add your HTML to the post while using FRs post box, don’t copy any HTML over because it may not work.

And if you install the http://cynwoody.appspot.com/fr_posting_form_enhancer.html you can easily make a link by selecting text and hit the Link tab and paste the link. And or you could install the bbCodeWebEx and among other things, make a code like < a href="_clipboard_ ">_selection_ (remove the space btwn < and a at the begging) to likewise make a link from the clipboard.

It does a great job of getting rid of those unprintable characters.
