Well, if it’s that quick in forming, we ought to be able to see it happening elsewhere in the galaxy, or in nearby galaxies.

Sure, but we only invented telescopes about 400 years ago, so this timescale is still well beyond our abilities to actually observe happening, even if it is much closer to what we can observe than most of these proposed astronomical processes.
