In other words he is not an executive of Dominion, he is not an employee of Dominion, and as far as we know he is not a consultant for Dominion or an attorney for Dominion.
Bottom line—the OP was correct—the guy is just a hack pushing pro-Dominion propaganda.
and...Fox is a pile of cow dung for putting him on the air and leaving the impression that he actually “represented” Dominion in any way—or had “inside knowledge” about Dominion.

Apparently Fox News thinks that an interview with a guy who was Paul Ryan and John Boehner's press secretary, and Jeb Bush's advisor for his failed presidential campaign is somehow an interview with a representative of Dominion Voting Systems.
How stupid do they think we are? Why can't the CEO of Dominion, John Poulos, or one of its other employees appear for an interview. Probably the same reason that the company declined an invitation from the Pennsylvania legislature to testify at a hearing there. Maybe somebody in the media should ask the company why they aren't making themselves available to answer questions about their products and technology.

From the Youtube video, it says Michael Steel works for Hamilton Strategies and it REPRESENTS Dominion.
So, Mr. Steel is NOT an employee of Dominion but is hired to be a spokesperson.
How much does he know about the company anyway other then to present their talking points?
