The transferring facility is liable for following interfacility transfer protocols and providing patient monitoring during the transfer.

Rules sometimes have to be broken, esp. in emergencies.

In the movie-theater ambush mass murder, so many people were shot and so few ambulances available, that police broke rules and drove some victims to the hospitals themselves.

This sounds like that kind of circumstance. I’m not picking on them over that.

Concentrate when they try to cover up their butchery and denying the patient needs more care...as has happened.
