According to the Speeches, this is elevating Special Ops to be more on par with the rest of the forces. In addition, supposedly this was a vision first of JFK and has been gradually working toward this day for decades. That’s the official story — the rest—we’ll likely soon see proof of the real story sooner rather than later.

So, my wag answer to your question is negative.
the special ops would according to the above definition be usually called upon when the adversary is military in nature (and imho also very directed at highly specific and strategic military targets). to call upon special ops against civilian forces and in particular the unorganized and very lightly armed antifa and similar groups would imho be overkill ith extreme prejudice, like calling on james bond to arrest a jaywalker.
the only domestic military targets that i can think of at this time are within the USG, eg potentially rogue elements of the existing US military forces, or maybe rogue FBI, or maybe rogue CIA special ops who have been let loose inside the US in an upcoming soft-hard coup attempt. eg a rogue black ops assassination squad.
