When they are a kind of “contract support security” organization, no issues. But if they have morphed into an offensive organization for direct combat, that’s wildly unconstitutional and an uncontrolled entity.
Syria comes to mind immediately here. It would be no surprise at all to learn the CIA had been conducting offensive ops without WH approval there.

I have no doubt that once Trump leaves the WH the true bipartisan nature of the ongoing coup will be revealed and it will shake the GOP to its foundation. Graham’s lunches with probable Resistance DOD types being a huge red flag in particular.

SecDef gave a speech announcing the civilian head of Spec Ops ( ECW) will report directly to him and that this organization serves the interests of the soldiers, sailors, marines and airmen under this command

But it would make it easier to plan and conduct combined ops without having joint service coordination ( though Service support would still be required)
