I know presidents are very powerful these days but they can put revenue towards something without congress? If he asks for a green new deal that doesn’t mean he can just put money towards it right?
I feel like a traitor even asking because that’s assuming he wins. How about I’m just asking in a worst case scenario.

Yes. Trump did it for the wall. A leftwing congress can reduce funding to the military in the next budget and use that for the green new deal.
I don’t think he can but Presidents always find a way. For example I’m pretty certain Congress didn’t approve Obama financing terrorism via Iran or helping countless MS-13 gang members enter the country via his “unaccompanied minors” scam which got 37 children to date murdered right next to me in Brentwood Long Island NY.
It’s not being a traitor.
The US has contingency plans for war with Canada.
One should always be prepared for anything. (as much as possible/realistic)
