Wayne County, the most populous county in Michigan.

Sidney is most likely referring to the issue of if a board certifies a fraudulent election then by doing so, the board commits fraud.

Important distinction!

https://www.cbsnews.com/news/michigan-attorney-general-delaying-certification-could-disenfranchise-michigan/

Snip...”On Tuesday evening, after the interview with Nessel, the Board of Canvassers in Wayne County, which includes Detroit, failed to certify election results for the county. The board, with two Republicans and two Democrats, was deadlocked. It’s now up to the state to certify the county’s results, though its board is also evenly split along party lines.”

See article for a lot of whining by the attorney General that “Michigan voters would be disinfranchised” (Sure...)
