Depends on the spot. Along Big Sur it’s like that a lot. And a couple hours north of San Francisco there are some spots too.
IMHO H17 is worse.

Yep, there are a few scary stretches.
There are a lot of places on that road where there is a high penalty for failure.
It is not at all scary. The entire stretch north and south of Devil’s slide is easy riding. There are very few switchbacks. A few but not many and not that slow. This is in the south bay. Route 1 in the north bay has a lot more hairy, tight switchbacks.
Rider was either impaired, racing, or was new to riding. Or could have had a heart attack while riding. Or had target fixation where he looked where he did not want to go, rather than looking where he wanted to go. Any number of reasons. But a scary highway is not one of those reasors. Hwy 1 is a great, easy riding road from Pacifica right down to Santa Cruz and parts further south. Relaxing and pleasant. Not hard work at all, and nothing scary.
