Voter fraud is not rare at all in the United States. What is rare is the prosecution of those involved in the fraud. Since it is demonstrably hard to prosecute the culprits after the fact and evidence to such is even harder to come by, prosecution is exceedingly rare.

Widespread vote fraud is “rare” because its applied sparingly until the desired result is achieved.
