Yes. Assuming one can get a hold of the ballots.

In this age of Covid, pens should not be shared and reused.

Theoretically, voters should be encouraged to use their own pens if filling out a ballot at a polling place. Even if polling places had bags of pens, they wouldn’t be the same brand from polling place to polling place.

I don’t know how the legit filling out of ballots with pens worked in practice this year because at my polling place we used a touchscreen, which curiously was not wiped down before the next voter.

When it comes to mail in ballots, these should certainly have logically been done with different pens because ten people living on the same block do not go to each other’s homes to borrow a pen to fill out a ballot.
