To our case...Can this then be digested into saying “illegal mail-in allots can be identified as /prima facia illegal/ if the number of returned ballots exceed the number of ballots mailed out.” ?
The threshold being the number of returned mail-in ballots.
Even simpler...if 100 ballots are mailed out and 110 are returned and counted, the entire universe of mail-in ballots are illegal.
