haha! Excellent question. I wish I knew the answer.
There is a contingent who thinks Pence is Deep State and that this is a signal. There is another contingent who thinks Pence is a white hat and that this is just trolling.
I really don’t know, but I strongly think the signage was intentional. Some sort of signal.
