"One separated from the envelope, you can’t tell good from bad."

If they have, say 1,000 ballots, and only 500 signed envelopes, isn't that a contaminated vote? Or did they shred the envelopes?

The federal recount would have to be done according to the laws of the state.

It might be a bit messy. But we would first, immediately know which states are following federal law for the election of federal officials.

This is well within the powers of the President who’s duties are to see that federal election laws are followed.
