So I’m pretty sure this really happened.
Also, if you check on Google, you will see that this is false, false, false, false, false, false, false.
Which I think is more evidence that it really happened.

That said a 89% turnout is possible even in a urban district.
I know that the conservative suburban district I live in had an 89% turnout in 16.
But, I do know that MKE mayor Barrett is super corrupt. They can’t find anyone that wants to be police chief. Corruption is the likely reason. Lots of rackets.
So if they swapped out ballots that’s possible.
