Both the water mark and Benford’s law are for real. I didn’t buy that whole Story by Steve P. But there is some truth in it(as is often the case)-it is part of the CISA procedures.
Also, there are measures that the postal service put in place to be able to trace mail in case of anthrax attacks etc. So that Postal service database could be useful to cross reference the voting stuff.
