I don’t think post marks matter. If they were not in the hands of election officials on the 3rd they should not count! That is when the election takes place.

this must have changed. it was allowing votes received after nov 3 to count

I believe that is what this ruling is all about. Any ballots received AFTER 11/3 will be discarded.
