I remember hearing the Russian woodpecker all the time, in the 70s, when I was trying to communicate with other hams. It was usually 20 or 30 over S 9. Impossible to talk over.

Russian woodpecker sounds like Russian PPM system or something similar - usually multi-channel with at least 4 channels and being one encrypted voice
