If there is fraud, why not arrest on the spot?
How is it a plan to let a criminal get away with a crime and then attempt a prosecution at some later time?
I could speculate but I like LJ’s post above about having to let the shoplifter leave the store, otherwise “plausible deniability”. It all depends on what they have ... we were assured WE HAVE IT ALL ... TBD + WWG1WGA :)
