I always thought it was because Hillary's cheating was getting exposed. One box in Detroit had 600 votes for Hillary. When they opened the sealed box for recount, there were only 200 ballots in it. This was being exposed.

“Seems more likely that you had a breakdown in the administration of running the election,” he said. “Hearing what was happening on election day with all the machines down ... the poll workers for whatever reason, either because they didn’t have the right resources or because they were under stress, weren’t keeping a good track of the ballots while the machines were down or they may have put them in the wrong machines.”
Altogether, the total of over-counted and under-counted ballots was about 1,144. As a result, nearly 60% of Detroit’s precincts weren’t eligible for recount because the number of ballots in the ballot box didn’t match the number of people listed as voting in the poll book.

That makes a lot of sense. I remembered that the official reason given was along the lines of “continuing the recount isn’t changing the winner”. There wouldn’t be anyone on HRC’s team, including the media, who would want to risk exposing their deeds and methods by continuing the recount. There were future elections that would require the same fraud that was on the verge of being exposed and, after all, they did have the “insurance policy” to deal with President Trump.

And a couple of heavily democrat precincts, I believe also in Detroit, double counted. The results were run through twice.
