“There are no federal lands in Texas and state waters extend 12 miles instead of 3”

Don’t know why you would point out Federal lands; maybe it is because Biden claims he specified no fracking on Federal lands. But, in fact, both claimed to ban fracking, period, without mentioning Federal lands.

While they may say they want to ban fracing which I’m not sure they can, their only control is over federal land. They have no authority over state and private property. Any attempt at that will end up in the supreme court and we know what just happen there. The EPA report gave fracing a clean bill of health as it should have so they don’t really have a leg to stand on. I suspect the supreme court will be very busy for the next 4 years.
