Heck yes. No way to move on this in the beginning. Heck it took more than 3 years when Rudy G. got the NY Mafia. This is world wide Mafia operating for decades with impunity.
Think how much justice there would be if these people were arrested in Jan. 2017? Slim and None would be my guess.
