For nearly three years, there have been reports and rumors of millions of dollars being spent at Guantanamo Bay Naval Station (aka "Gitmo") to receive new U.S. prisoners -- tried in military courts under the UCMJ.
During that time, the current Detention Area (at lower right [east], above) has been under regular "OHI" (OverHead Imagery) surveilllance. Despite debunked false propaganda, the last visible Detention Area change was in 2011 -- when an exercise yard was added.
But, recently, surveillance has detected construction activity at the far left [west] end of the military property --just northwest of the currently-active airfield.
Now, the new detention area looks like this:
The site appears to be laid out to accommodate several hundred more such structures.
BUT -- One 20' X 36' slab floor will support a tent or pre-fab structure that can accommodate two prisoners luxuriously or four prisoners in jail-sized quarters.
That means the 144 slabs already poured can accommodate 288 or 576 prisoners readily.

Supreme Court nominee Brett Kavanaugh described the difference between military law and criminal law during his confirmation hearing, in response to questions from Republican Senator Lindsey Graham.
“American citizens who collaborate with the enemy are considered enemy combatants?” Graham asked. “They can be. They are sometimes criminally prosecuted, sometimes treated in the military, under supreme court precedent,” Judge Kavanaugh replied.
“There is a supreme court decision that said that American citizens that collaborated with Nazi saboteurs were tried by the military. I think a couple of them were executed,” Graham said. “If anybody doubts, there is a long standing history in this country that your constitutional rights follow you wherever you go, but you don’t have a constitutional right to turn on your own government and collaborate with the enemy of the nation, you will be treated differently,” Graham concluded. Kavanaugh agreed.
Numerous crimes in the UCMJ carry the death penalty, including aiding the enemy, mutiny or sedition, spying for the enemy and espionage.
“Any person who aids, or attempts to aid, the enemy with arms, ammunition, supplies, money, or other things; or without proper authority, knowingly harbors or protects or gives intelligence to or communicates or corresponds with or holds any intercourse with the enemy, either directly or indirectly; shall suffer death or such other punishment as a court-martial or military commission may direct.”
“A person who is found guilty of attempted mutiny, mutiny, sedition, or failure to suppress or report a mutiny or sedition shall be punished by death or such other punishment as a court-martial may direct.”

Its a big Navy base. Thousands of military and employees there. Not just a detention center.

It is -- but, but greatly diminished in function and importance since the days when...
...the Fleet moored in Guantanamo Bay. Nowadays you never see a capital ship -- and it's only rarely that you even see the odd C-130 at the Leeward Point airfield. And, even then, only during hurricane hunting season...
In fact, if you follow the link in my comment #1, you'll see an architect's proposal for a detention facility occupying "Phillips Park" -- land once set aside for "Fleet Crew Recreation". You can even observe the feature-matching procedure I used to match the CGI sketch site to Phillips Park -- where, to date, nothing has been built...
And -- it's not rumor that recent budgets show specific 8-digit $ authorizations for "Upgrading Prisoner Capacity" at Gitmo.
Besides, why build Naval facilities a ferry-trip across the bay, when there's plenty of land adjacent to the Naval Station?

I know a Navy Vet who spent a long tour at Gitmo; I will ask him.
I also know that there's an official recreational diving site in the entrance channel -- but have no info on diving in the Bay..
The entire point is moot, however. There is zero evidence that plans to put prison barges at Gitmo are anything but unsubstantiated internet rumor. For example, the touted big capital outlay for refurbishing a pier for berthing prison barges turned out to be bogus. OHI surveillance of the pier project that required a delay and expense for "diamond-core drilling" of some piers...
...revealed it was not "re-furbed" -- it was totally removed:
And, to date, there has been zero OHI evidence of any big barges anywhere at Gitmo.
