So a friend sent this video today after he inspected a rental house following the termination of a rental agreement for non payment. These were items left behind.
Back story is I painted the exterior over the summer. The tenants were Muslims. Very weird acting people when I interacted with them. You know, that gut feeling you have for some people.

I didn’t see anything that screams bomb to me, but that is a horrible video to be able to tell anything. The ribbon cables look like they were playing with microprocessors like Arduino, on breadboards. Not really the kind of stuff that one would be using to build bombs.
The only thing that you showed that I could see well enough to cause suspicion was the black fabric thingie.
A slower, in focus video of every item that you don’t know is innocuous , and I might be able to tell you better.
You did the right thing.
Oh, and that one round black thing with the four wires sticking out of it... It isn’t a capacitor like some said. It is a voltage multiplier... I have one exactly like it within arms reach. That particular one takes 3-5 volts in and steps it up to 14,000-16,000 volts.
People use them for making home-made stun guns, electronic cigarette lighters, Doing Tesla type experiments, air ionizers etc.
Therefore the electronic / electrical related pieces just don't fit, and don't fit with anything else. That means they're probably associated with something else that was removed from the house/apartment.
The vest(s) are extremely worrisome for obvious reasons.
What would be interesting would be a tour of the kitchen - see what condition pots and pans and stove are in. See if someone has been mixing up something more dangerous than spicy Mexican food. This looks serious enough I'm sure LE will take residue samples from multiple sites of interest and analyze them.
Check the walls, look for a couple of holes relatively high up, even, and spread out on a blank wall. That would be where a backdrop/flag was hung as a background for someone making a video claiming responsibility for something. Any indications of a tripod on the floor/carpet in front of it is worse...
Check the trash, look for wrappers from burner phones. Also look for containers chemicals or other products useful as IED precursor chemicals might have come in.
These are but a few things they'll be going over with an ever-finer toothed comb. I probably wouldn't have looked much further than you did though - so as not to disturb any evidence in my amateur clumsiness.
Always. Although they did hit me with an IED In July. Left the impression of the weave of my sock in my flesh for 8 weeks.
Tore the skin and it is still sore to thr touch but no lasting physical damage.

Several bottles and other items they might be able to get prints and DNA from. I hope they can find whoever left that stuff. It’s sure as hell looks suspicious to me.

When I went to work in Corrections, they told us the only stupid question is the one you don't ask. Question everything. You'd rather take the chance of being wrong about something suspicious, than ignore it, and have it end up biting you later.

Well....seems sus. The FBI is the LAST I institution I would contact...given their record through the years.
