You can NOT launch a missile from a ship/sub without EVERYONE onboard knowing about it. Trust me on this one. Even putting a war shot on active for vertical launch would be a memorable moment for everyone in CIC.
Do you really think that everyone onboard would be silent if their ship/sub was involved in an attack on POTUS? I don't.
Then there is the little problem of accounting for the expended missile. I imagine that there would be some pretty serious inquiry following an attack on POTUS whether successful or not.
The enlisted members might be legally shielded from obeying an illegal order but any other officer involved would not be. They are expected to know what is an illegal order and not to follow it.

If I was the derp in charge of this possible scenario, I would say something like incoming Chinese/NK/Russian bombers or whatnot.

I would concur regarding the Navy. But was the sub (assuming there was a sub) from OUR Navy? Or CIA, or a foreign Navy... Although I would wonder how a foreign navel Wessel would be able to get so close to the mainland without being fired upon, or at least confronted.
I fail to understand your response. This is the Q thread... the general sense here is that the sub is a rogue CIA {?} unit perhaps of a de-comissioned sub. Drug cartels run rogue subs all over the place. I am not advocating anything - I do no know. I am simply reporting what I have learned from various sources.

I don’t mean to parse your words, so I apologize in advance, but I don’t think of AF1 as being a civilian aircraft.
I also didn’t think the sub was necessarily manned. I admit that what I know about submarines will fit on a post-it note, but do they need to be submerged and moving to fire a missile? My impression was no and no, so why would there need to be a crew at all?
My ignorance probably has me off on the wrong track here and I don’t mind being corrected.
