Within the last week, I clicked on a twitter link (here, I believe) and was taken to a video of a younger Joe Biden making comments about black civil servants.
Specifically, about a “negro” Mayor.
1. Was that video altered to throw shade on Biden?
2. Is that video still available or has it been memory-holed?
3. If legit and memory-holed, is it archived?

Can I still get it?
